gpc-20030830 for MSYS released

Hallo Prof,

I'm about to build the Cygwin version right now and as with the
previous version I also distribute the MinGW components from mingw.org
via the Cygwin mirrors (I don't build the MinGW parts myself).
Unfortunately the MinGW GCC maintainer Danny Smith doesn't include GPC
in his distribution yet. What about a new release of your MinGW pascal
compiler?
